The facts
The Government Accountability Office's report GAO-27-107676, dated October 7, 2026, audited the Defense Department's GPS modernization for Congress. The headline findings, in GAO's own words: GPS is “the principal source of positioning, navigation, and timing (PNT) information” for U.S. military and civilian users, and also “a potential single point of failure”. The Pentagon's jam-resistant, encrypted military signal, M-code, is “years away from fielding this capability” after spending more than 2 decades and billions of dollars.
“Further, in 2026, DOD canceled development of its multi-billion-dollar effort to develop a modernized ground control system, citing ongoing technical issues.” The threat is not theoretical. When Russia invaded Ukraine, GAO notes, “Russia used jamming to degrade GPS, hindering Ukraine’s use of some of the U.S.-provided precision guided munitions.”
On the Army side, the EAGLE-M receiver program hit airworthiness qualification in April 2024 and started fielding on UH-60M Black Hawk helicopters that November, and the system is fielded on the Gray Eagle drone. But “full fielding across all Army aviation platforms will not be achieved until 2049,” with officials citing “current priorities and funding levels” as the challenges.
The Navy's backup for a jammed GPS is the Automated Celestial Navigation System, which “can automatically calculate a ship’s position” from “the directions and angles of celestial objects when GPS is unavailable.” One catch: “ACNS is limited by weather that obstructs visibility such as clouds.” ACNS is in full production now, and is expected to complete operational testing in the first quarter of fiscal year 2028.
Our take
The Pentagon is a fucking clown car that’s been on fire for twenty years, and the Government Accountability Office just walked up with a gas can. After more than two decades and billions of our tax dollars, the military’s grand solution to having its entire navigation system jammed by some asshole with a truck is to tell everyone to hold tight until 2049. That’s not a procurement timeline, it’s a middle finger carved into a budget spreadsheet.
Let’s be specific, because these dickheads love to hide in acronyms. The jam-resistant signal is called M-code. They started working on it before some of the pilots who need it were born. The GAO says it’s still “years away.” Not months. Years. Meanwhile, Russia used cheap jammers to fuck up Ukraine’s U.S.-provided weapons, proving the threat isn't some sci-fi wank fantasy - it’s a current, active way to make our expensive shit useless. The priority is not having your helicopters lost and crashing because a $100 jammer blinded them. The funding was the billions you already pissed away.
Then there’s the Navy, the branch that operates on the fucking ocean. Their backup plan for when GPS gets smoked is the Automated Celestial Navigation System. It looks at the stars. It cannot look at the stars if there are clouds. You know what has clouds? THE GODDAMN OCEAN. This isn’t a contingency, it’s a confession that the entire strategy is built on hopium and star-fucking. The entire U.S. military’s killing capability relies on a signal that can be broken, the fix is a quarter-century away, and the backup is a weather-dependent sextant with a microchip. It’s the most expensive, slow-motion institutional suicide note ever written.
This isn’t just waste. It’s strategic malpractice by a generation of generals, admirals, and contractors who should be tried for treasonous stupidity. They’ve built a single point of failure for the entire nation’s defense, known about it for decades, and their solution is to stare at the sky and hope for a clear night in 2049.
