Xinnie the Pooh is sending two pandas to Atlanta and calling them an envoy of friendship.

Ping Ping and Fu Shuang, from Chengdu, are headed to Zoo Atlanta in a few days. Xi announced it in the White House foyer during his first state visit in more than a decade. The last Atlanta bears went home in 2024.

Satirical image. Not a photograph of President Trump, the pandas, or the White House announcement.

The facts

Chinese President Xi Jinping told President Trump on Thursday, Sept. 24, that China is sending two giant pandas to Zoo Atlanta. He called them an "envoy of friendship." The line came in the White House grand foyer, through a translator, at the start of Xi's first state visit to Washington in more than a decade.

"Here, I have a piece of good news," Xi said. "In a few days, two pandas, Ping Ping and Fu Shuang, will come to their new home in Zoo Atlanta and meet with the American people." Zoo Atlanta told Axios the pair is the one the zoo and the China Wildlife Conservation Association already named in April. Both are from the Chengdu Research Base of Giant Panda Breeding. Ping Ping is male. Fu Shuang is female. Both were born in 2020.

They would be the first pandas at Zoo Atlanta since the last group went back to China in November 2024, when Atlanta was the last American zoo to lose its bears. The National Zoo in Washington and the San Diego Zoo already have pandas again. China has been loaning them out since Richard Nixon's opening. Pat Nixon said she liked pandas at a 1972 dinner in Beijing. Zhou Enlai sent Ling-Ling and Hsing-Hsing. The loan is the relationship. When the relationship sours, the bears get on a plane home. The National Zoo's last pair left in 2023. New ones came back a year later.

The rest of the visit was not a bear. Trump met Xi on the tarmac at Joint Base Andrews, which is not the usual greeting, then put on a military honor guard and a flyover. The agenda running through Friday is artificial intelligence, tariffs, critical minerals, Taiwan, and the Iran war. Xi also said China will invite 100,000 young Americans over five years, and that there is more room to cooperate on AI than to compete. Trump said the two sides have made "tremendous strides," including a "board of trade" aimed at balancing the books. The New York Times described a day of pomp that covered the actual arguments. No commercial package was announced with the bears.

Our take

Two bears is the deliverable. Chips, minerals, and Taiwan did not fit in the foyer.

Xi walked in, said he had good news, and produced a male and a female from Chengdu who will eat bamboo in Georgia while the negotiators keep arguing about who gets the advanced semiconductors. That is the whole tradition. Pat Nixon smiled at a dinner and America got Ling-Ling. The bears are not a treaty. They are the photograph you run when the treaty is not ready. Atlanta's last pandas left in 2024 because the loan ran out and the mood was bad. These two are back because the mood, for one week, is a red carpet and a flyover.

Friendship, in this dialect, is a pair of animals you can give back.
