Turkey Boots Iranian Bank's Branch Out the Back Door, Citing 'Security'

The banking regulator pulled the license for Bank Mellat's Istanbul branch, saying its continued existence was a risk to depositors and financial stability, without detailing what the fuck it actually did.

The facts

Turkiye's Banking Regulation and Supervision Agency (BDDK) has revoked the operating license of Iranian lender Bank Mellat's Istanbul branch, according to a decision published in the Official Gazette on Saturday. The BDDK cited a clause in Turkiye's banking law that allows for license withdrawal if a bank's continued operation is deemed a risk to depositors' rights or to the security and stability of the financial system. The notice did not specify operational problems or mention US sanctions. Bank Mellat has faced Western sanctions for years over alleged ties to Iran's nuclear program. These sanctions were lifted under the 2015 nuclear deal but reimposed by the United States after its withdrawal in 2018. In 2019, Bank Mellat was also targeted by additional US and Gulf sanctions after being identified as one of 25 entities linked to Iran's Islamic Revolutionary Guard Corps (IRGC). Earlier in September, the US Treasury sanctioned a Turkish investment bank and two subsidiaries, alleging they facilitated transactions for the IRGC-Qods Force. That bank denied the accusations.

Our take

So Turkey's banking watchdog, the BDDK, has decided that having Iran's Bank Mellat operating in Istanbul is about as stable as a Jenga tower made of nitro-glycerin. They formally revoked its license, citing a lovely little clause in the banking law that lets them shut shit down if a bank's operation threatens depositors' rights or the 'security and stability of the financial system.' How delightfully vague. They didn't specify any operational fuck-ups. They didn't even whisper the words 'US sanctions.' They just pointed at the legal fine print and showed the bank the door.

This, of course, is the same Bank Mellat that has spent years as a global pariah, getting slapped with Western sanctions over alleged ties to Iran's nuclear program. Those sanctions got a temporary reprieve with the 2015 nuclear deal, only for the US to pile them right back on after shitting all over that agreement in 2018. Then, in 2019, the US and some Gulf allies decided Bank Mellat was one of 25 entities cozy with Iran's Islamic Revolutionary Guard Corps and hit it with even more sanctions. It's the bank that can't catch a break, unless the break is its own license.

The timing is about as subtle as a sledgehammer. Just earlier this September, the US Treasury sanctioned a Turkish investment bank and two of its subsidiaries, accusing them of helping move money for the IRGC's Qods Force. That Turkish bank, of course, said the accusations were bullshit. But now, a month later, Turkey's own regulator is quietly cutting off an Iranian bank's branch. It's not an announcement about sanctions compliance. It's just a bureaucratic notice in the Official Gazette saying the bank poses a 'risk.' They're not admitting to pressure; they're just doing the homework someone else assigned.

So what we have here is the financial equivalent of a landlord evicting a tenant for 'violating the quiet enjoyment clause' when the real reason is the FBI is parked outside every day. The regulator gets to look like it's protecting Turkey's pristine financial system from nebulous dangers, without having to publicly connect the dots to the international sanctions regime that has this bank on its shit list. It's a face-saving, ass-covering maneuver that lets Turkey sidestep a diplomatic headline while still getting the problematic tenant out of the building. The message is clear: your business is too hot for our market. Now pack your ledgers and get the hell out.

The VA Wrote Down That Late Surgery Packs Could Cancel Veterans' Surgeries, Then Said Getting Them Faster Had "no value"

The Court of Federal Claims just ordered the VA to redo its $98.5 million sterile-procedure-pack solicitation. The agency shopped by lowest price technically acceptable, wrote into its own acquisition plan that late packs could delay or cancel surgeries, and then told the court a faster delivery plan was worth "no value" to it. Senior Judge Loren A. Smith was not buying it.
