Trump Kept Calling Canada the 51st State. Europe Offered It a Plus-One Instead.

Ursula von der Leyen invited Canada to become the EU's first associate member, a new status outside the bloc's treaties, as Mark Carney pulls Ottawa closer to Europe during Trump's tariff war.

The facts

European Commission President Ursula von der Leyen said Wednesday, September 16, that she wants to open a path for Canada to become the European Union's first associate member. She made the offer to Canadian Prime Minister Mark Carney during her State of the European Union address in Strasbourg.

Reuters reported that “associate member” is not a status set out in the EU treaties. Von der Leyen said the proposed relationship would build on the existing Canada-EU free-trade agreement, CETA, and cover manufacturing, technology, defense production, the Arctic, energy, critical minerals, artificial intelligence and cybersecurity. Carney had said Canada wanted a “unique alliance” with Europe, not full EU membership.

The overture follows a breakdown in Canada-U.S. trade talks, retaliatory tariffs and President Donald Trump's repeated talk of making Canada the 51st state. About 70% of Canada's exports go to the United States, according to The Associated Press. Canada has also become the first non-European country to join the EU's 150-billion-euro SAFE defense procurement program.

Our take

Trump keeps trying to turn Canada into an annexation joke. Europe answered by offering it a guest pass before he could staple on a new flag.

Associate membership is not full membership. It is a proposal for a category the EU's treaties do not even contain yet, which means the paperwork is still waiting for a committee, and the committee is waiting for another committee. But the political message is already legible: Ottawa said sovereignty, Brussels said come sit with us, and Washington said you're ours now.

Von der Leyen called the partnership “not against anyone else,” a sentence that sounds exactly like something you say while moving the couch in front of the door. The United States spent tariff leverage and 51st-state jokes. The EU showed up with a chair and an alliance. Carney has not joined yet. America is discovering that if you keep telling a country it belongs to you, it may start shopping for a better landlord.
