The facts
The Government Accountability Office's report GAO-27-108176, dated October 15, 2026, is a report to congressional requesters titled TAX FILING: IRS Should Enhance Ghost Preparer Identification and Compliance Efforts in a Comprehensive Preparer Strategy.
Ghost preparers are paid tax preparers who do not comply with requirements to identify themselves on tax returns they prepare for others. They may intentionally leave identifying information off to get away with filing fraudulent income tax returns, stealing taxpayers' refunds, and stealing taxpayers' identities. Paid preparers filed over 86 million federal tax returns, more than half of the nearly 163 million individual returns, in fiscal year 2025. By law, anyone paid to prepare a federal tax return must obtain a Preparer Tax Identification Number (PTIN) from the IRS and use it. Ghost preparers also shortchange the Treasury, contributing to the estimated $606 billion net tax gap, the tax year 2022 figure being the most recent IRS projection.
The GAO analyzed 44 federal cases involving ghost preparers, 23 civil and 21 criminal. Courts ordered restitution to the IRS in 19 of the 21 criminal cases, for a total of over $20 million, and ordered ghost preparers in nine civil cases to disgorge over $3 million. But IRS officials told the GAO that the charged ghost preparer conduct is "a fraction of the overall fraud", and that "the chance of full reimbursement for IRS and taxpayers is low."
The systems the IRS uses to track ghost preparers are not connected and have limitations that impede their usefulness. The Return Preparer Office uses the Ghost Inventory Tracking System (GITS), a case management system that, according to RPO officials, "lacks the capability to track trends, outcomes, or individual preparers." The Return Preparer Database, the central repository of paid preparer information, "cannot be used for comprehensive information on ghost preparers because it tracks preparers by PTINs and many ghost preparers do not have PTINs", and it did not track ghost preparer penalties until 2025, so the "IRS does not know how many ghost preparer penalties it has enforced." The Criminal Investigation division has no unique fraud scheme code for ghost preparers, so the "IRS does not know how many criminal ghost preparer investigations it has opened." The analytics division does not track the results of its ghost preparer lead analysis, so the "IRS does not know how many ghost preparers this analysis has successfully identified".
The GAO concludes the IRS "does not have a comprehensive strategy to address paid preparers, including ghost preparers, and has not developed metrics to track results of its ghost preparer efforts", and that without better information, the "IRS cannot monitor results or assess the effectiveness of ghost preparer enforcement efforts."
Our take
So the IRS has a system to hunt the tax fraud ghouls stealing billions. They call it the Ghost Inventory Tracking System, which sounds like something a child would name their shitty Minecraft mod. And what does this mighty GITS do? According to the agency's own officials, it "lacks the capability to track trends, outcomes, or individual preparers." Let that sink into your taxpayer-funded asshole. The Ghost Tracking System cannot track ghosts. It's a fucking case manager that can't manage to figure out what happened in the cases. It's a ghost-hunting kit that consists of a broken flashlight and a note that says I guess they're around here somewhere.
But the real comedy is the central database, the big brain of this whole shit operation. This repository tracks every paid preparer by their PTIN, a special little number you're legally required to have. Ghost preparers, by definition, don't have this number. They are the fucking ghosts. So the IRS built its entire detection scheme around the one piece of information the criminals intentionally avoid. This is the bureaucratic equivalent of trying to catch a fish with a net made of water. It's a system designed to fail, built by absolute cunts who apparently think fraudsters will politely raise their hands and give their real names.
The result is a symphony of ignorance so profound it would be funny if it wasn't your money. The IRS "does not know how many ghost preparer penalties it has enforced." It "does not know how many criminal ghost preparer investigations it has opened." It "does not know how many ghost preparers this analysis has successfully identified." They are flying fucking blind into a $606 billion tax gap, pissing into a hurricane of fraud with a thimble. They've caught a few - 44 cases total - and squeezed out about $23 million in restitution, which officials admit is "a fraction of the overall fraud" and that the chance of full reimbursement... is low. No shit. The crooks are winning, you pathetic bastards.
So here's the score: an army of grifters is systematically robbing citizens and the Treasury, and the agency we pay to stop them has a tracking system that doesn't track, a database that can't find the targets, no strategy, no metrics, and no fucking clue. They've created the perfect bureaucratic black hole where billions vanish and accountability goes to die. The GAO says the IRS "cannot monitor results or assess the effectiveness" of its own efforts. That's because there are no results, you useless pricks. There's just a void, a paycheck, and a system named GITS that is, in every possible way, full of it.
