The facts
The Government Accountability Office released report GAO-27-109057 on October 15, 2026, a Q&A report to congressional requesters titled "National Security: FBI Should Strengthen Partnerships to Combat Non-Traditional Intelligence Collectors."
Non-traditional collectors, or NTCs, are people whose day job isn't spying but who vacuum up sensitive U.S. technology and information for foreign governments anyway: researchers, students, businesspeople, tourists. The FBI says most of them in the U.S. are tied to China.
Here is the problem the report documents. The FBI says it relies on tips, especially from academia and industry, to identify these people. But universities may not want to be perceived as "turning over" their students, and companies don't want to be seen as "victims" of an intelligence breach because it might dent the stock price. Academic associations told GAO that "more FBI agents need to understand the academic research environment" before they'll get anywhere.
It gets better. The FBI used to run an academic outreach effort called the Academia Program. It killed the program in 2023 over policy changes. University people told GAO the dead program had "great value" and that "there has been a decline in FBI briefings in recent years." At a February 2026 conference, Bureau officials publicly admitted that "FBI-university relationships need to be strengthened", and then, per GAO, "did not identify a plan to do so."
GAO's formal recommendation: "The Director of FBI should develop and implement a plan to strengthen the FBI's partnerships with academic institutions". The FBI concurred.
Our take
So the FBI's entire fucking plan to stop China from vacuuming up our secrets is to wait for a professor to develop a conscience and a backbone at the same time. That's the strategy. They're sitting in their big-ass headquarters building, twiddling their thumbs, hoping some PhD in a cardigan will overcome a lifetime of academic cowardice and rat out a grad student. What a pathetic, useless bunch of cunts.
Let's be clear about the scale of this failure. The Bureau is supposedly our frontline against foreign intelligence theft. And their masterstroke is to 'rely on tips, especially from academia.' Tips! They're treating espionage like a lost dog poster. 'Have you seen this non-traditional collector? Last seen photocopying sensitive semiconductor blueprints. Reward: our gratitude.' Academia's response was essentially, 'We would, but your agents are fucking idiots who don't understand how a lab works, and also, snitching is for assholes.' The professors looked at the FBI's request and decided that protecting their precious reputations was more important than protecting national security. And the FBI just nodded and took it.
But the real dickhead move was killing their own Academia Program in 2023. They had a dedicated team for this shit, a bridge to the universities, and they fucking torched it. Now the academics are telling the GAO the dead program had 'great value' and that the FBI's presence has vanished. You killed the only tool you had, you useless bastards, and now you're standing there with your dick in your hand, wondering why no one is calling you. It's like smashing your own phone and then complaining your Tinder matches have gone quiet.
The punchline is so perfectly, bureaucratically shit. After documenting this catastrophic clusterfuck, the GAO's brilliant recommendation is that the FBI Director 'should develop and implement a plan.' Not 'arrest some spies' or 'rebuild the program you idiotically destroyed.' No. 'Make a plan to maybe have a plan someday.' And the FBI, in a display of balls so small they're practically inverted, 'concurred.' Of course they fucking concurred. Concurring is the official government action for 'we are out of ideas and too lazy to even pretend we have one.' They've been outmaneuvered by a bunch of academics who'd rather write a sternly worded letter to the dean than pick up the phone to the feds, and their only response is to agree that they should, at some point, think about possibly doing something. What a pack of absolute, worthless cunts.
