Texas Health Commission's Autism Plan: Cancel the Kids, Blame the Spreadsheet

The state's health agency proposed axing a lifeline therapy program for hundreds of autistic children and a thousand more on waitlists, offering the bullshit excuse that insurance will magically catch them while providers face ruin.

The facts

The Texas Health and Human Services Commission (HHSC) has proposed eliminating the Children's Autism Program (CAP) in its budget request for the 2028-2029 biennium, citing state budget cuts. CAP, established in 2008, contracts with 16 providers across Texas to offer ABA therapy at reduced costs based on family income and insurance. In fiscal year 2026, the program funded treatment for 583 children, with at least 1,000 more on waitlists. HHSC officials stated the reductions focused on minimizing direct client impact and preserving federal funding, noting that private and public insurance now cover ABA therapy. However, advocates argue that relying solely on Medicaid is insufficient due to coverage gaps for uninsured families and low reimbursement rates that make it difficult to find providers. The program is entirely state-funded, potentially making it an easier target for budget cuts without affecting federal dollars. If the Legislature approves the elimination, services would continue until August 2027. The Autism Society of Texas called the proposal to slash the program "shocking," while providers like the Center for Autism and Developmental Disabilities at the University of Houston-Clear Lake, which serves CAP-funded families, face potential closure without alternative funding.

Our take

Well, fuck me sideways. The Texas Health and Human Services Commission, a hive of gutless bureaucrats with the empathy of a fucking stapler, has run the numbers. Their grand solution to helping autistic children is to delete the program that helps them. That's not policy, you absolute cunts. That's throwing a spreadsheet at a human crisis and calling it a day.

These administrative dickheads looked at the Children's Autism Program - a thing that actually funds therapy for 583 kids and has a waitlist of at least a thousand more desperate families - and decided its greatest flaw was that it was entirely state-funded. Translation: they can kill it without some federal daddy taking their allowance away. So they've proposed just fucking scrapping it. Their pathetic, paper-thin cover story is that private and public insurance will handle it now. That's such weaponized, know-nothing bullshit it should be classified as a public health hazard. Advocates are screaming that Medicaid has gaps and pays providers in stale peanuts, making finding care a fucking myth for uninsured families. But the HHSC doesn't give a wet shit about reality. They've found a line item that doesn't hurt their federal funding fetish, so into the woodchipper it goes.

Let's savor the sheer, petty cowardice of their stated logic: the reductions focused on minimizing direct client impact. You're eliminating the program, you spineless pricks. The direct client impact is that hundreds of kids lose their therapy and a thousand hopeful families get told to go suck a tailpipe. That's not minimizing impact; that's maximizing human suffering to balance a column of digits. It's the bureaucratic equivalent of solving a house fire by canceling the concept of oxygen.

The Autism Society of Texas called it "shocking." That's like calling a hurricane "breezy." It's a monstrous act of premeditated abandonment. Providers who built their work around this program, like the Center for Autism at UH-Clear Lake, now face closing their doors because some asshole in Austin decided their mission was a disposable luxury. Imagine being a parent who finally got a spot after years on a waitlist, only to get a letter saying the help evaporates in August 2027 because a comptroller had a sad feeling about revenue projections. That's not fiscal responsibility; that's sociopathy with a letterhead.

This is the Texas way: find the most vulnerable people relying on a shred of state help, then kick that shred into a ditch and call it a tough choice. They aren't solving a budget problem; they're creating a human catastrophe and hoping the screams get lost in the Capitol's marble halls. It's a piss-poor, heartless grift from a department that clearly values clean accounting more than children's futures. Fuck their spreadsheets. Fuck their excuses. And fuck every cowardly bastard who signed off on this.
