State Department Passport Snoops Plot Voter Roll Purge

Bureaucrats weigh dumping federal travel records on states and nonprofits to flag non-citizens, hiding behind a Privacy Act notice and a Supreme Court green light while claiming they will protect data and deter fraud.

The facts

The State Department is assessing how it could grant state and local officials access to federal passport records to verify voters' citizenship status. The department is weighing how to share this information with state, local officials, and some nonprofit groups as part of an initiative to ensure registered voters are U.S. citizens. A department spokesperson stated the objective is to share information in a way that "protects Americans' data, deters fraud and supports the integrity of U.S. citizenship." The Justice Department disclosed the plan in a court filing, indicating federal officials intend to use passport records to identify potential noncitizens on voter registration rolls. According to the filing, the State Department will publish a notice in the Federal Register proposing to share information from the Passport Services Records system with other federal agencies. This notice would permit "information sharing with various entities utilizing federal government verification platforms, for the purpose of verifying the identity or citizenship for users accessing government websites and applications, voter eligibility, and other governmental services." The 1974 Privacy Act requires the federal government to provide public notice for new "routine uses" of records. The DOJ filing suggested the notice could be published as early as October 22. This plan follows a Supreme Court decision allowing the Department of Homeland Security to share citizenship information with local governments for voter verification.

Our take

The State Department clowns are once again proving they exist only to complicate simple shit with layers of federal paperwork and half-assed data handoffs. Their latest brainstorm involves cracking open the Passport Services Records system so state officials, local clerks and random nonprofit groups can rummage through your travel history looking for anyone who might not be a citizen. The Justice Department slipped this beauty into a court filing like it was no big deal, announcing they will publish the required notice in the Federal Register as early as October 22 to bless the new routine use under the 1974 Privacy Act. Because nothing says serious governance like waiting for a bureaucratic gazette to legalize your latest privacy violation.

They swear the whole exercise will protect Americans data while deterring fraud and supporting the integrity of U.S. citizenship. That is rich coming from the same agency now volunteering to turn passport files into a voter-roll dragnet. The plan follows the Supreme Court decision that already let Homeland Security share citizenship scraps with localities, so now State wants in on the action by feeding passport details straight into government verification platforms. Non-citizen voting fears apparently justify letting any entity using those platforms peek at who renewed a passport last year.

Picture some overpaid federal drone explaining to the public that your passport photo and issuance dates are suddenly fair game for election officials in every podunk county. The spokesperson mouths the same tired line about protecting data while the department simultaneously builds the pipeline to spray that data across state lines and into nonprofit inboxes. It is the classic federal two-step: announce the violation, wrap it in legal notice, then pretend the safeguards will magically appear later.

Every paragraph of this scheme reeks of self-important assholes who treat citizens records like trading cards to be passed around whenever a new integrity panic hits. They cannot even manage basic passport processing without months of delays, yet they expect everyone to trust them with live voter-citizenship queries. The October 22 notice is not transparency, it is the paperwork equivalent of a shrug before they open the floodgates. This is what happens when agencies compete to look toughest on fraud while treating privacy rules as optional speed bumps.

The real payoff arrives when some nonprofit with a government login decides your passport renewal from 2019 looks suspicious and flags your registration. State Department dickheads will shrug and point to the Federal Register entry they published on schedule. That is their entire legacy: turning routine travel documents into ammunition for endless bureaucratic fishing expeditions dressed up as election hygiene.
