House Votes to End Trump's Iran War for the Third Time, Because the First Two Breakup Texts Went Unread

The U.S. House in Washington voted 220-204 to direct President Donald Trump to remove American forces from hostilities with Iran, its third such vote, but none has reached his desk.

The facts

The U.S. House passed a war-powers resolution Tuesday night directing President Donald Trump to remove American forces from hostilities with Iran. The Office of the Clerk recorded the vote on H. Con. Res. 93 at 220-204, with all 213 voting Democrats and seven Republicans in favor, 203 Republicans and one independent opposed, and nine members not voting.

The measure invokes section 5(c) of the War Powers Resolution. The Associated Press reported that it would halt Trump's ability to continue military action without congressional approval. It was the third House vote this year seeking to end the Iran war. None of the resolutions has reached the president's desk. AP described Tuesday's vote as likely the last House action on the conflict before lawmakers leave Washington to campaign for the midterm elections.

The war, launched by the Trump administration on February 28, has dragged toward seven months. AP reported that the Congressional Budget Office estimated the conflict had cost more than $38 billion as of August 1 and was adding roughly $2 billion to $3 billion a month, depending on the intensity of the fighting.

Our take

Congress has now sent the Iran war three breakup texts, and the executive branch keeps leaving them on read. Tuesday's 220-204 vote is a real rebuke, but it is also a spectacular demonstration of how Washington turns constitutional authority into a group project with no deliverable.

Seven Republicans finally climbed aboard the lifeboat. Two hundred three stayed on the deck while the war burned through another few billion dollars, presumably insisting the boat is entering a new phase. The House can order the president to pull the troops out. It cannot make the resolution walk itself to the Oval Office, knock on the door, and stop Trump from vetoing the thing.

That is the neat little scam in the ritual. Members get a roll call, a quote, and a clean flight home. The missiles get a longer schedule. The first two votes already failed to reach the president, and this one is headed for the same bureaucratic Bermuda Triangle unless somebody turns a protest into an actual law.

The war keeps charging the national credit card while Congress performs the legislative equivalent of hitting “unsubscribe” on a service that never confirms the cancellation. Three attempts, zero presidential receipts, and a bill still coming due.
