FEMA’s Hurricane Drill: Send Thoughts, Prayers, and the Three Interns Who Remember How the Printer Works

As Isaias aims for the Gulf, the disaster agency faces its first major test after 4,300 staff fucked off, disaster declarations now take three times longer, and the only 'systematic' plan was a judge saying the 50% cut idea was illegal.

The facts

Gulf state officials say they are ready for Hurricane Isaias, expected to make landfall in Florida and Alabama late Friday or early Saturday. A U.S. Government Accountability Office (GAO) report found that more than 4,300 employees – about 17% of FEMA’s workforce – left the agency in fiscal year 2025. GAO director of homeland security and justice Chris Currie said the reductions were not carried out systematically to ensure FEMA could meet its statutory obligations and warned the agency could be stretched thin if multiple disasters occur. Former FEMA administrator Deanne Criswell said the loss of institutional knowledge is a key concern. FEMA said incident‑management assistance teams are deploying to Alabama and Florida and that supplies are being prepositioned at Maxwell Air Force Base in Montgomery, Alabama. Governors of Florida, Georgia and Alabama have declared states of emergency, and Florida emergency‑management executive director Jared Perdue said the state has close coordination with federal partners. A federal judge recently ruled that the Trump administration’s plan to cut FEMA staff by 50% was unlawful, and a Texas Tribune analysis noted that major disaster declarations in 2026 have taken about three times longer than average. Ginny Goldman, founder of Rebuild: the National Disaster Survivors Association, called Isaias the biggest test of FEMA since the cuts.

Our take

Oh good, the hurricane-response agency that just lost 4,300 people - a full seventeen percent of its workforce - is now ‘deploying’ to handle a major hurricane. What a comforting fucking word. They’re ‘deploying’ like a toddler ‘deploys’ his action figures into the toilet. The GAO’s Chris Currie, a man whose job title is basically ‘Professional Sigh,’ said these cuts weren’t done ‘systematically.’ No shit. They were done with all the foresight of a drunkard trying to perform open-heart surgery with a spork. The only ‘system’ here was a system of hoping nobody would notice until a Category 3 storm was already up their ass.

Former administrator Deanne Criswell whined about ‘loss of institutional knowledge.’ That’s the polite way of saying the people who knew which lever to pull when the water starts rising are now selling timeshares in Boca. The brain trust left behind is a handful of overworked lifers and some new hires who think ‘FEMA’ stands for ‘Federally Endorsed Meditation App.’ Their big plan is to park some supplies at an air force base. Great. When the floodwaters hit, survivors can swim to Montgomery for a fucking blanket.

The real comedy is in the paperwork. A Texas Tribune analysis found that getting a major disaster declared now takes three times longer. So while your house is floating down Main Street, some dickhead in a cubicle is waiting for his third approval signature because the two guys who used to do it are gone. This is the ‘close coordination’ Florida’s emergency dickhead Jared Perdue is bragging about? Coordinating a three-legged race where one leg is a stump.

Ginny Goldman from the survivors’ group called this the ‘biggest test’ since the cuts. Test? This isn’t a test, it’s a live demonstration of how a government agency gets turned into a hollow, wheezing puppet. A federal judge already ruled the Trump admin’s dream of cutting staff in half was illegal. Too late, your honor! The horse has been not just shot, but disassembled for parts. The barn door is locked, and the keys are in the pocket of a former employee who quit to pursue his passion for competitive axe-throwing.

So as Isaias approaches, here’s the plan: a skeleton crew, a storage unit in Alabama, and a prayer that this one storm doesn’t ask for anything complicated, like ‘help.’ FEMA is now a faith-based initiative. May God have mercy on the Gulf Coast, because the federal government certainly sent its experienced staff packing.
