The facts
The United States House of Representatives passed a bipartisan sanctions bill targeting Russia on Wednesday, sending the legislation to President Donald Trump’s desk. The vote was 262 to 159, with the bill having already passed the Senate. This marks the first time in over two years that the US Congress has passed legislation supporting Ukraine. The bill, championed by the late Republican Senator Lindsey Graham, would grant the president new authority to impose tariffs up to 100 percent on countries like China and India that import energy from Russia, aiming to restrict funds sent to Moscow. It also targets Russian officials, banks, and a shadow fleet of tankers. Ukrainian President Volodymyr Zelenskyy had appealed to senators for the bill’s passage. House Democratic Leader Hakeem Jeffries opposed the bill, citing concerns that the new tariff authorities could be used against US allies and that loopholes might prevent sanctions relief. House Speaker Mike Johnson stated the bill places “maximum pressure on the Russian war machine” and sends a message of American unity. Democratic Senator Richard Blumenthal, who co-wrote the bill, expressed hope that the sanctions would push Russia toward negotiations to end the war.
Our take
After 730 days of watching Ukraine get pummeled and responding with the strategic depth of a motivational poster, Congress has finally managed to agree on something. That something is a sanctions bill so brilliantly conceived it allows the President to… tax other countries. The masterstroke, championed by the late Lindsey Graham - a man whose legacy is being dead wrong on cable news - is to grant new authority to slap tariffs of up to 100% on places like China and India for buying Russian oil. It’s the geopolitical equivalent of trying to stop a meth lab by fining the guy who sells them Sudafed.
The bill also proudly targets Russian officials, banks, and a 'shadow fleet' of tankers. Nothing says 'fear our might' like formally acknowledging the existence of ghost ships you can’t actually find. Speaker Mike Johnson, whose entire vibe is a man lost in a hardware store, called this 'maximum pressure on the Russian war machine.' The pressure in question appears to be the weight of Johnson’s own bullshit, finally condensed into legislative form.
And in a twist that perfectly encapsulates this shitshow, Democratic Leader Hakeem Jeffries voted against it, worried the shiny new tariff powers might be used to fuck over America’s allies. So after two years of dicking around, the best they could draft is a blunt instrument that might hammer our friends while giving our enemy a sternly worded pamphlet. It’s a weapon designed to blow up in our own faces.
Democratic co-writer Richard Blumenthal hopes this will push Russia to negotiate. Right. Because Vladimir Putin, a man who collects war crimes like baseball cards, is going to see this tariff authorization and think, 'My God, the Americans have written a law! We must talk.' The only thing being pushed here is the narrative that 262 politicians can unite to do something useless, then spend the next election cycle pretending it was brave.
This isn’t a policy; it’s a press release with voting instructions. The real message of American unity is that everyone in Washington can agree on one thing: looking busy while accomplishing nothing.
