This Unlicensed Goat-Milk Grifter Put Two Kids in Intensive Care, So California's Regulators Became Her Business Consultants

Courtney Baker's raw goat milk sent a 17-month-old onto a ventilator and a 6-year-old into blood transfusions. The state had her texts proving she knew toddlers were drinking it. So they gave her a warning, tested a jug she poured herself, then helped her file the paperwork to sell the same shit as 'pet food.'

The facts

Last year, Emily Marris sat in a pediatric intensive care unit watching a ventilator keep her 17-month-old daughter Brooklyn alive with a severe E. coli infection. Doctors suspected the raw goat milk Marris had bought from a Facebook-group recommendation. Soon a second child, a 6-year-old girl who drank milk from the same farm, landed in the same San Diego hospital with the same potentially fatal illness, needing blood transfusions.

The farm was Moonlight Ridge, run by 23-year-old Courtney Baker, who handed Marris an unlabeled jug of raw goat milk, still warm to the touch. Months of text messages showed Baker knew from the start that a toddler was drinking her milk, and she kept advertising "raw goat milk from a clean tested herd" after learning Brooklyn had a serious foodborne infection. Brooklyn developed hemolytic uremic syndrome, where microscopic blood clots clog small vessels and destroy vital organs. Doctors told Marris the raw milk was the likely culprit: as few as 10 cells of E. coli, hidden in an infinitesimal fleck of feces, can trigger a fatal infection.

Investigators with the California Department of Food and Agriculture took the lead. Selling milk for human consumption without a license carries fines of up to $10,000 and jail time of up to a year. On June 17, 2025, an undercover investigator messaged the farm's Facebook account, "Would like to buy like a gallon", and the farm offered to sell goat milk by the gallon. Three regulators visited Moonlight Ridge on June 20. Baker told them the milk was for pets only. Regional supervisor Jill Soares wrote to the team, "She clearly knew the milk was going to a child". Supervising special investigator Jeffrey Eggert had already written that pursuing charges was not the priority: "The immediate goal here is to get the goat farm to stop all milk related-product manufacturing, and keep the community safe".

The regulators handed Baker a cease-and-desist order and a violation notice. Neither carried penalties. Then they accepted a half-gallon jug of raw milk that Baker had collected herself the night before from 11 goats. Eleven days later, the state's limited tests came back negative for E. coli. So regulators pivoted to helping Baker get approval to sell her milk again, still without a license, inspections, or testing, as long as she labeled and registered it as pet food. Baker wrote to the undercover investigator: "I have gotten confirmation from CDFA that I'm in full compliance for pet consumption milk!"

On Aug. 1, the Food and Agriculture Department closed its case, finding Baker had "promoted raw milk for sale and sold unapproved milk products in commerce without a CDFA license." No penalty. Investigator Nancy Del Cid wrote, "I was unable to show that she sold milk intended for human consumption". The two families later sued Baker and her farm in Riverside County Superior Court, alleging contaminated raw milk presented as "fit for human consumption." The case is ongoing.

Our take

Fuck me sideways. The California Department of Food and Agriculture had a fucking toddler on a ventilator, a second kid in the hospital, and months of text messages showing this goat-milking dickhead knew exactly who was drinking her unlicensed, warm-from-the-udder swill. They had their own supervisor on record saying, "She clearly knew the milk was going to a child." And what did this battalion of bureaucratic assholes do? They handed her a fucking cease-and-desist order - a piece of paper with all the legal force of a grocery list - and then accepted a half-gallon of "evidence" that she personally collected from her own goats the night before. Are you shitting me? That's not an investigation; that's asking the suspect to wipe her own prints off the murder weapon.

Then, because the state's limp-dick tests on her self-served sample came back clean, these useless cunts decided their job was done. But wait, it gets better. They didn't just drop the case. They fucking pivoted. These regulators, whose entire fucking purpose is to stop people from selling poison, became Courtney Baker's personal business consultants. They coached this negligent piece of shit on how to get "approval" to sell the exact same milk again. No license. No inspections. No testing. Just slap a "pet food" label on the jug of potential pediatric death-juice and you're golden. Baker got to text the undercover cop, bragging that she was "in full compliance for pet consumption milk!" The investigator must have wanted to piss on his own badge.

The department's pathetic excuse is that a cease-and-desist gets dangerous products off the market faster than charges. Bullshit. They didn't get it off the market. They helped her rebrand it. California's pet-food loophole is a known fucking cheat code for grifters to avoid safety rules, and after watching that cheat code nearly kill two little girls, the state's response was to sit down with the grifter and help her enter the cheat code correctly. They didn't keep the community safe. They kept the seller in business. The only thing they pasteurized was their own spine.

So here's the score: a 23-year-old who handed a mom an unlabeled jug of warm goat shit-milk gets a handshake and a how-to guide. Two families get a lifetime of trauma and a lawsuit. And the state regulators get to clock out, having transformed a case of reckless endangerment of children into a customer service victory. What a bunch of absolute, cowardly cunts.
